I can't believe Congress couldn't even regulate trade. What were they thinking...

All i can remember is that was a weak system.

Was this the thing when Congress had no power because they didn't want things ran like before under British control

Yes they didn't give Congress much power because America had just became independent from Great Britian. They didn't want to continue a strong national government wich the British had.
